Human development Index [HDI] ia s composite indicator which is linked to several variables. This indicator can be beneficial to good use if the comparison is done across times and across regions, so that the relative position of a region to the terriory of the other can be known, as well as progress and achievement comparison with other areas may also be covered. In general, indicators are useful as an advocacy tool for pplicy formulation and determination in every region, particularly with regard to public policy is selected and set. HDI indicators can be utilized more widely, especially in the conartikel of regional autonomy, which focused on the district/city, where most of the powers, functions and duties have been transferred to the government of the autonomous region. Thus, the results of monitoring the performance of the autonomous development can be evaluated. East Java is a province with a number of districts/cities most in Java, consists of 29 counties and 9 cities...ifa.
