The chage of Islamic law has a relation to the issue of ijtihad, on the grounds that the frequence of ijtihad exercised by mujtahid contributes to the building of Islamic law. In other words, the key success to the building of Islamic law depends very musch on how far the mujtahid exerts his knowledge and energy in making products of law. On the other hand, the downfall period of Islamic law can be caused by the weaknesses of mujtahids in te sense that they may not be well-equipped with comprehensive qualifications. The decline period of Islamic law within the last 9 centuries may result from the fact that the gate of ijtihad is stated to have been closed. Therefore, in other for the Islamic law to be relevant to all time, it is necessary to revitalize the spirit of ijtihad among the practicioners (fuqoha) of Islamic law, by reinterpreting the verses of law or revising the results of ijtihad of the past to be adapted to the development of the age.
